    Tempest of Air Magical Attack; Special Action: This spell may be used in one of two ways. 1) Target an enemy unit that is not engaged. The target unit must make an immediate Resistance test (TN 7). If the test fails, the unit's movement is reduced to 1/2 of normal until the end of the turn. Temporary effects which add to movement are not affected by Tempest of Air. 2) Target an area 6" x 6".
